understand their perspective. this issue is not about abrogating sacramento and our rights. it is about reasonable limits on those rights. -- one area that has been deemed reasonable is the requirement for background checks. what many of us are saying is what already has been deemed reasonable should be a reasonable requirement when guns are sold regardless of how or where they are sold. i hope we can reach a bipartisan agreement on the reasonable limits requiring background checks when guns are sold. captain kelly, i do appreciate you started your testimony today by saying there is no perfect solution. there are all kinds of antecedents -- environmental issues and community issues that lead to gun violence but i believe we should do that which is reasonable because nothing is perfect. i believe one of the areas of focus for your organization, americans for responsible solutions, is the mental health part of what we should be addressing. do you have any key suggestions that congress can take to help address the mental illness problem? >> first of all, compelling states to share with the
